Lieutenant Colonel Mitchell c. Newport distinguished himself in the performance of outstanding service to the United States as Assistant Staff Judge Advocate, Office of the Staff Judge Advocate, 86th Airlift Wing, Ramstein Air Base, Germany. During this period, Colonel Newport tackled hundreds of legal issues with mature analysis and creative insight and mentored dozens of junior judge advocates in military legal practice and opportunities. Skillful in operations law, he provided extensive legal support during the 2009 Austere Challenge exercise, delivering expertly crafted rules of engagement briefings to the Air Component Commander and Staff. Savvy in his military justice practice, Colonel Newport also invigorated the Military Justice Division “engine room” ensuring high-impact courts-martial and Article 15 packages were error-free. ACCOMPLISHMENTS
Major Mitchell C. Newport distinguished himself by meritorious service as Assistant Staff Judge Advocate, Office of the Staff Judge Advocate, 82d Training Wing, Sheppard Air Force Base, Texas. A civil law expert, he quickly provided guidance on rules for contributions to Hurricane Katrina victims and served as the legal advisor to an 80th Flying Training Wing flying evaluation board. His legal advice enabled the wing to maximize commercial sponsorship dollars and better serve the base community. His medico-legal expertise was invaluable as he encouraged child abuse reporting with a thorough review of confidentiality issues with the Texas Department of Family and Protective Services and gave sound guidance on credentialing and liability issues for hospital emergency room volunteers. He completed the spectrum of full service with exemplary military justice knowledge, investigating a complex off-base armed robbery of an elderly civilian couple, resulting in a dishonorable discharge and 26 months of confinement. He also served as an Article 32 investigating officer in a multifaceted case of a military training leader who abused a student, interviewing over 30 witnesses from around the world. Captain Newport hit the ground running, getting every major pending environmental issue in his gun sights almost immediately. An exceptionally smart and savvy attorney, Captain Newport provided legal advice that was always clear, cogent, and right on target. He expertly guided the command through and Environmental Compliance Assessment and Management Program, (ECAMP) review, earning the local fighter wing and Outstanding rating. He masterfully handled several controversial issues simultaneously, working closely with state and local regulators and successfully establishing outstanding working relationships with them as well as with concerned citizens groups in the local community. He also provided key testimony to a joint committee of the Massachusetts legislature on one of the most far-reaching bills affecting the MMR in the past decade. Captain Newport worked more complex and controversial issues in four months than most environmental attorneys work in their entire careers. As if that weren’t enough, Captain Newport also played a major role in the resounding success of the ANG Environmental Law Symposium, a three day conference for judge advocates and commanders on environmental issues held at Hanscom Air Force Base, Massachusetts. Captain Newport substantial contributions, however, were not limited to the environmental field. When short-notice taskings for Operation Northern Watch and Operation Allied Force suddenly popped up for MA ANG units, Captain Newport rolled up his sleeves and dove right in. His assistance with a host of pre-deployment matters tremendously contributed to the overall success of the deployments and the missions. Nights and weekends were never a problem for Captain Newport. He was always there whenever we needed him. He also deftly handled a number of complex civilian personnel matters for various commanders, demonstrating his ability to quickly master a new area of the law and enhance his value to the command. Right from the start, he became a key member of my legal team. ACCOMPLISHMENTS
Captain Mitchell C. Newport distinguished himself by meritorious service as Assistant Staff Judge Advocate, Office of the Staff Judge Advocate, and as Area Defense Counsel, United States Air Force Judiciary, Central Circuit, Southern Region, Sheppard Air Force Base, Texas from 26 December 1989 to 3 June 1993. While serving as Assistant Staff Judge Advocate, Captain Newport expertly handled a variety of duties and issues: he coordinated a tax assistance program serving 3,000 clients, he compiled a 400-page deskbook for legal assistance attorneys, and he served as claims officer at the scene of a fatal T-38 aircraft crash on base. As Area Defense counsel, Captain Newport defended hundreds of clients facing adverse actions, including 15 court-martial proceedings. He successfully averted courts-martial in 15 more cases in which court-martial charges had been preferred. Retentions in two administrative discharge board proceedings rounded out his remarkably successful record as a defense counsel.
